We\u2019ll start by examining how Snowflake Cloud Regions address data residency challenges, and consider the compliance implications of this approach \u2014 especially when loading data from cloud storage. Then, we\u2019ll look at how to simplify data residency compliance using one or more regional data privacy vaults.<\/p>\n<p id=\"365c\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">Let\u2019s begin with a deeper dive into data residency, and how it impacts compliance.<\/p>\n<h1 id=\"a444\" class=\"mi mj ev be mk ml mm mn mo mp mq mr ms mt mu mv mw mx my mz na nb nc nd ne nf bj\" style=\"text-align: left;\" data-selectable-paragraph=\"\">The implications of data residency on compliance<\/h1>\n<p id=\"9ead\" class=\"pw-post-body-paragraph lk ll ev lm b ln ng lp lq lr nh lt lu lv ni lx ly lz nj mb mc md nk mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">When you work with personally identifiable information (PII),\u00a0<em class=\"nl\">where<\/em>\u00a0you store and process this information has a direct impact on your legal compliance requirements. Some jurisdictions have regulations that govern the protection and privacy of their residents\u2019 PII, restricting how and where it\u2019s used by businesses and other organizations.<\/p>\n<p id=\"8489\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">For example, the personal data (i.e., PII) of European Union residents cannot be transferred outside the EU without appropriate safeguards.<\/p>\n<p id=\"52da\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">The laws of each jurisdiction impact how you transmit, manage, process, and store sensitive data in that jurisdiction. Because data residency dictates where (geographically ) data is stored in the cloud, data residency becomes a critical concern in cloud environments that handle sensitive data.<\/p>\n<h1 id=\"3c5a\" class=\"mi mj ev be mk ml mm mn mo mp mq mr ms mt mu mv mw mx my mz na nb nc nd ne nf bj\" style=\"text-align: left;\" data-selectable-paragraph=\"\">Choose your cloud region carefully<\/h1>\n<p id=\"8f2c\" class=\"pw-post-body-paragraph lk ll ev lm b ln ng lp lq lr nh lt lu lv ni lx ly lz nj mb mc md nk mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">Cloud service providers have data centers located in multiple regions around the world. When businesses sign up for cloud services and configure storage regions and other tooling, they select specific regions where their data is stored.<\/p>\n<p id=\"2794\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">For many businesses,\u00a0<strong class=\"lm ew\">the selection of regions and locations for data storage is an afterthought.<\/strong><\/p>\n<p id=\"be69\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">But, treating this decision as an afterthought is a costly mistake that can come back to haunt you if you\u2019re handling sensitive data. When you create an account to deploy and set up Snowflake, whichever region you select becomes the primary location for data storage and for data processing resources.<\/p>\n<p id=\"e74b\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">At first glance, it might seem like Snowflake Cloud Regions provides a simple, effective solution to your data residency and compliance concerns. But for global companies who need global analytics, it isn\u2019t that simple. That\u2019s because, as noted in the Snowflake Cloud Regions documentation:<\/p>\n<p id=\"33a7\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\"><em class=\"nl\">Each Snowflake account is hosted in a single region. If you wish to use Snowflake across multiple regions, you must maintain a Snowflake account in each of the desired regions.<\/em><\/p>\n<p id=\"4bad\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">This means that for each region where your business operates that has data residency requirements, you\u2019ll need a different Snowflake account hosted in that region. Compliance becomes increasingly complex as you scale globally to more and more regions around the world. With this approach, running global analytics operations across different accounts to get a comprehensive view of your business can be a massive and ongoing challenge.<\/p>\n<p id=\"859b\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">Instead of managing multiple Snowflake accounts with multiple Snowflake instances distributed in various regions around the world, you\u2019d rather maintain a Snowflake instance in a single region to support global data operations. However, you still need to consider the need to honor data residency requirements for sensitive data so you can uphold your compliance obligations and safeguard customer trust.<\/p>\n<p id=\"898f\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">For example, if you collect the personal data (PII) of customers located in the EU, but your Snowflake instance is located somewhere else, then you need to think through the privacy and compliance impact of storing and processing that data.<\/p>\n<h1 id=\"c9e3\" class=\"mi mj ev be mk ml mm mn mo mp mq mr ms mt mu mv mw mx my mz na nb nc nd ne nf bj\" style=\"text-align: left;\" data-selectable-paragraph=\"\"><strong class=\"al\">Loading data from cloud storage into Snowflake<\/strong><\/h1>\n<p id=\"d37b\" class=\"pw-post-body-paragraph lk ll ev lm b ln ng lp lq lr nh lt lu lv ni lx ly lz nj mb mc md nk mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">Snowflake also lets businesses<a class=\"af nm\" href=\"https:\/\/docs.snowflake.com\/en\/user-guide\/data-load-overview\" target=\"_blank\" rel=\"noopener ugc nofollow\">\u00a0load data from cloud storage services<\/a>\u00a0like AWS S3, Google Cloud Storage, Microsoft Azure \u2014 regardless of which cloud platform hosts the businesses\u2019 Snowflake account. This can present additional challenges when working to ensure data residency compliance.<\/p>\n<p id=\"9a0a\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">For example, let\u2019s say that your company collects PII from both US and EU customers using its website. And, let\u2019s say that this sensitive data is then stored in a Google Cloud Storage bucket that\u2019s located in the AUSTRALIA-SOUTHEAST1 (Sydney) region.<\/p>\n<p id=\"661f\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">How does transmitting this PII data to Australia, and then storing it in Australia, affect your compliance with regulations like the EU\u2019s GDPR?<\/p>\n<p id=\"450c\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">The answer is: doing this likely puts you out of compliance with GDPR. This is just one example of how the location where sensitive data is stored \u2014 and where it\u2019s processed and replicated \u2014 complicates the compliance requirements faced by businesses that handle sensitive PII.<\/p>\n<p id=\"2b05\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">Businesses that handle PII must ensure regulatory compliance by aligning their choice of cloud storage regions with the data residency requirements of markets where they operate.<\/p>\n<p id=\"4688\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">And beyond compliance issues, businesses should also consider data transfer costs. Transferring data between cloud storage regions can incur significant additional costs, especially if your company is frequently transferring large volumes of data. So, we not only have compliance concerns with cross-border transfers of PII, we also have a cost concern.<\/p>\n<p id=\"1299\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">So, to briefly recap our problem:<\/p>\n<ul class=\"\" style=\"text-align: justify;\">\n<li id=\"8dbc\" class=\"lk ll ev lm b ln lo lp lq lr ls lt lu lv og lx ly lz oh mb mc md oi mf mg mh oj ok ol bj\" data-selectable-paragraph=\"\">Countries and regions have their own laws and regulations that govern how to handle their residents\u2019 sensitive data (PII).<\/li>\n<li id=\"e6e3\" class=\"lk ll ev lm b ln om lp lq lr on lt lu lv oo lx ly lz op mb mc md oq mf mg mh oj ok ol bj\" data-selectable-paragraph=\"\">The geographic location where your business stores and processes sensitive data impacts whether you\u2019re compliant with the\u00a0<em class=\"nl\">data residency requirements<\/em>\u00a0of the markets where you operate.<\/li>\n<li id=\"4a15\" class=\"lk ll ev lm b ln om lp lq lr on lt lu lv oo lx ly lz op mb mc md oq mf mg mh oj ok ol bj\" data-selectable-paragraph=\"\">If you use Snowflake to perform analytics on PII, then the complexity of meeting your compliance obligations will depend on the location of your Snowflake account.<\/li>\n<li id=\"11de\" class=\"lk ll ev lm b ln om lp lq lr on lt lu lv oo lx ly lz op mb mc md oq mf mg mh oj ok ol bj\" data-selectable-paragraph=\"\">If you load PII data into Snowflake from cloud storage, then your compliance obligations are also impacted by the location of your cloud storage.<\/li>\n<\/ul>\n<p id=\"b1fb\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">So, how can we meet data residency requirements, support global analytics operations, and remove the operational overhead of managing multiple Snowflake accounts and instances?<\/p>\n<p id=\"6651\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">We can solve our data residency problems and protect sensitive data with one or more data privacy vaults.<\/p>\n<h1 id=\"cd14\" class=\"mi mj ev be mk ml mm mn mo mp mq mr ms mt mu mv mw mx my mz na nb nc nd ne nf bj\" style=\"text-align: left;\" data-selectable-paragraph=\"\"><strong class=\"al\">How a data privacy vault simplifies data privacy<\/strong><\/h1>\n<p id=\"b6c4\" class=\"pw-post-body-paragraph lk ll ev lm b ln ng lp lq lr nh lt lu lv ni lx ly lz nj mb mc md nk mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">A\u00a0<a class=\"af nm\" href=\"https:\/\/www.skyflow.com\/post\/what-is-a-data-privacy-vault\" target=\"_blank\" rel=\"noopener ugc nofollow\">data privacy vault<\/a>\u00a0isolates, protects, and governs access to sensitive customer data. A data privacy vault can store sensitive data in a specific geographic location, and tightly controls access to this data. Other systems only have access to non-sensitive tokenized data.<\/p>\n<p id=\"db74\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">In the example architecture shown below, a phone number is collected by a front end application. Ideally, we should de-identify (i.e., tokenize) this sensitive information as early in the data lifecycle as possible. A data privacy vault lets us do just that.<\/p>\n<p id=\"5482\" class=\"pw-post-body-paragraph lk ll ev lm b ln lo lp lq lr ls lt lu lv lw lx ly lz ma mb mc md me mf mg mh eo bj\" style=\"text-align: justify;\" data-selectable-paragraph=\"\">This phone number, along with any other PII, is stored securely in the vault, which is isolated outside of your company\u2019s existing infrastructure.
